Bottom-mounted Dialogue

Makes the drawer more complicated, but the benefit for most circumstances is significant.
In non-splitscreen contexts, pushes V_SLIDEIN|V_SNAPTOBOTTOM HUD elements upwards when the Dialogue is open.
