79bf9b1225 Add CMakePresets.json 
"default" preset
- build with Ninja
  - enables GCC color diagonstics under Ninja
- uses /build dir
- enables DEVELOP build
- compiles with optimizations and debug symbols

"debug" preset
- compiles without optimizations
- enables further debug info
